The proposed site is located in the central business of the city of Yenagoa, the capital of Bayelsa State. This is a flat sand-filled site Greenfield area of about 4,000 square meters.

The client's intention was to create a high quality modern and efficient building. NCDMB being a foremost stake holder in the development of engineering, technology and other competences in the oil and gas industry, the building must express the nation's engineering heritage and architectural excellence where structural and mechanical functions are clearly expressed.
